Instead of pulling people over who break the law to issue tickets, police should pull people over who follow the law to reward them. If the police noticed that you were consistently driving the speed limit, for example, they would punch your Good Driving Card for a free latte. For extra good driving, they might just give you a ticket that you could redeem for 10 or 15 dollars. This may not stop someone in a real hurry who is speeding, but think of all the people driving 75 for no particular reason who would slow down to the legal 65 for the chance to earn a free latte or some cash.
Imagine how you would feel getting to work on a Monday morning having just been recognized for good driving and given a present.
